Step 1: Create an adjustment layer
First, go to the Project panel and click the New Item icon. Select Adjustment Layer and click OK. Then drag the adjustment layer to a track above your graphics or video clips in the timeline.

One click with Mako: the free Mako panel adds an adjustment layer over the selected clips, at the playhead, on the first free track, in one click. Get Mako for free
Step 2: Stretch it over all your clips
Drag the right edge of the adjustment layer so it covers every clip you want to wobble. The effect only applies to what lies underneath it, so make sure it reaches the end of your graphics.

Step 3: Add Turbulent Displace
Open the Effects panel, search for Turbulent Displace (it is under Video Effects > Distort) and apply it to the adjustment layer. You can already see how the effect moves the edges of everything underneath.

Faster with BetterFX: skip the Effects panel. Press your BetterFX shortcut, type the first letters of Turbulent Displace and press Enter to apply it to the selected clip. Get BetterFX
Step 4: Set Amount and Size
With the adjustment layer selected, go to Effect Controls and open Turbulent Displace. Set Amount to 20 and Size to 30. These low values keep the wobble small. You can of course try other values for a different look, but subtle is the point of this style.

Step 5: Animate the Evolution Options
A still wobble would look frozen, so make it move. Put the playhead at the start of the adjustment layer and expand Evolution Options. Click the stopwatch next to Random Seed to set a keyframe. Then move to the end of the adjustment layer and increase the value slightly. Your graphics now shift constantly while they sit on screen.

Tips
- Keep it subtle. The charm of this effect is that viewers feel it more than they see it.
- Raise the seed for a faster boil. A bigger change in Random Seed over the same length makes the movement faster.
- Use it on text too. It pairs well with our typewriter text effect.
FAQ
What effect makes graphics wobble in Premiere Pro?
Turbulent Displace, found under Video Effects > Distort, with a low Amount and Size.
Why use an adjustment layer?
It lets one effect apply to all clips under it, so every graphic wobbles in the same way and you only have to set it up once.
How do I make the wobble animate?
Keyframe Random Seed under Evolution Options from the start to the end of the adjustment layer.
