Step 1: Select the Rate Stretch tool
Go to the toolbar and click and hold the Ripple Edit Tool. A small menu opens with more tools. Select the Rate Stretch Tool. A much quicker way is to simply press R on your keyboard.

Step 2: Drag the clip edge to fill the gap
Move your mouse to the edge of the clip that you want to fit perfectly in the gap. Click and drag with the mouse to make it fit exactly into the space. Premiere Pro snaps the edge to the next clip, so it lines up cleanly. Dragging the edge shorter speeds the clip up and dragging it longer slows it down.

Step 3: Keep the audio pitch the same
If the video clip has audio in it, the sound speeds up together with the video, which changes the pitch. Faster audio sounds higher and slower audio sounds deeper. To keep the pitch the same, make sure the clip is selected and press Ctrl+R (Cmd+R on Mac) to open the Clip Speed / Duration settings.
In the window, enable Maintain Audio Pitch and click OK. The speed stays the same, but the voice or music sounds natural again.

Step 4: Speed up sound effects too
You can speed up sound effects the same way. Select the Rate Stretch tool, drag the edge of the audio clip to the length you need, then open the speed settings with Ctrl+R and make sure Maintain Audio Pitch is enabled. That is a quick way to fit a whoosh or a hit exactly to a cut.

Tips
- Use the speed window for exact numbers. Press Ctrl+R and type a speed percentage if you need a precise value, such as 200% for double speed.
- Switch back to the Selection tool. Press V after stretching so you do not stretch clips by accident.
- Check big speed changes. Extreme speed-ups can look choppy, so preview the clip before moving on.
